Michigan  "Clarence P. Milligan attended Detroit College and Detroit School of Law. 
He holds A.B., M.A. and LL. D. degrees and is a lawyer. 

His poems have appeared in newspapers in Detroit, Chicago, Cincinnati, Kansas City, Minneapolis, New York and elsewhere."
